When did the rules change regarding a commander losing his SA when disrupted? I assume this does not affect the SS-Haupsturnfuhrer. He already ignores the face up disruption or is that SA ignored? If I disrupt both him and one of his coherts in an adjacent hex, would the disruption be removed from his cohert at the begining of the next movement phase?

Was this rule changed to limit the capability of the Canadian officer?

This rule has never changed, so I'm not sure what you're asking about. Page 26 has always stated that commander abilities don't function while the commander is disrupted. SS Haupsturmfuhrers are never disrupted (check the glossary definition of "ignore"), so their commander abilities are never suspended. There's no special exception to the standard rule for them, but they do have a special ability that makes them immune to the usual penalties.
