To my understanding there is no use whatsoever in using defensive fire during the MOVEMENT PHASE against the SE paratrooper or the SNLF fanatics ( i.e. units with the hard charger ability). Against cavalry yes, because although they might not immediately finnish their movement, they will at least get the -1 penalty on defense.....
With heroes the uselessness of defensive fire is even more obvious, because they ignore face-up disrupted counters at all times...

Am I missing something, or am I actually correct and you might as well forego your defensive fire option, because no matter what, you won't be able to use its effects to your benefit? ( against hard-chargers and heroes .....)

That's not correct. Screaming Eagles and SNLF Fanatics don't 'ignore' disruption. They get the disruption marker removed automatically at the end of the movement phase, but during the movement phase, that marker has all of its usual effects. So if a Hard Charger unit tries to enter your hex, and you disrupt it with defensive fire in the neighboring hex, then it's stopped and can't enter your hex. At the end of the movement phase, the face-up disrupted marker will go away, and the unit will be able to try to enter your hex again in the assault phase, but you will have prevented it from being in position to attack with Close Assault or Hand to Hand during the assault phase.

Heroes are a different case. They 'ignore' face-up disrupted markers, so they can't be stopped by defensive fire. They can't be disrupted, period.
