You assumed correctly on the first two issues.
As far as reinforcements go. Soviet losses have no bearing on what you receive on turn 11 (or 21 & 31, in the 40 turn game). The reinforcements represent the Soviet Division commander sending an additional regiment into the "breach". Just slap down another 50+ figs and let the Ouuraahs of you infantry fill the facist invaders with fear.
