My apologies if this is in the wrong forum... Some friends and I started playing A&A again a few days ago after many years of without playing.
While playing, the following scenario came up and we were couldn't find a satisfactory explanation in the ed 2 rules (maybe we missed it):
Russia lost a territory that contained one of its' factories that existed in the beginning of the game. According to the rules the conquering country was held to the number of units of production displayed on the board for the territory. No problem here. The question we had came up when the territory was liberated by one of Russia's allies. Since the factory was liberated, is the factory back up to full (unlimited) capacity, or is Russia bound to the same production limitations that the occupying country was?
