Below is the DCI offical victory conditions. Im a bit confused. The first match ending condition is 'a player meets the victory condition'.
What does this mean...what is the 'victory condition'? Is it what the rulebook says, having the only units adjacent to the objective hex?


616. End-of-Match Procedure
A match ends when:
1. a player meets the victory condition, or
2. the match time limit runs out, or
3. no side takes damage or makes an attack roll for 5 complete rounds.

If a match ends before a player meets the victory condition, players complete the current round. At the end of that round, the player who scored the most victory points the winner.
Players score victory points by destroying opposition units. All destroyed units count their unit points value as victory points.
If both players have an equal number of victory points add in the values of disrupted units as destroyed.
If both players still have the same number of victory points the following tiebreakers are used:<
1. The player whose unit is occupying the objective hex is the winner.
2. If units from both players’ armies occupy the objective hex, the player that owns the highest-cost unit in the objective hex wins the match.
3. If no units occupy the objective hex then the player with the closest unit to the hex wins
If the players are still tied, the match is considered a double-loss (no match points are awarded).

The normal 7 turn objective control or total anhiliation of your opponent before turn 7.
If none of the above is meet, then you go round by round until turn 10, like in casual confrontation in A&AM rules.
If at turn 10 or if the times runs out (I have place a 55 minute timetable on my tourney), then you go with the DCI Rules with victory points.

That's a good question. I just played a game (http://boards.avalonhill.com/showthread.php?t=13441&page=2&pp=10) (at the bottom of the page, Game D) against myself that went to 18 turns by the standard rules. The Soviets ended up winning by eventually destroying a Veteran Tiger on the objective hex. I didn't keep time, but I looked back and realized that according to these DCI rules, the winner would've been determined completely by which turn the time ran out.

Turn 3 - Germans win 3-0 on victory points
Turn 4-9 - Soviets win 5(+)-3 on victory points
Turn 10 - Germans win because victory points are equal at 35, but the Vet Tiger is the highest point-cost unit on the objective hex.
Turn 11-12 - Soviets win 100-35 on victory points because the Tiger is disrupted.
Turn 13-14 - Germans win as victory points are tied but the Vet Tiger is on the objective hex.
Turn 15-16 - Soviets win 100-35 on victory points because the Tiger is disrupted.
Turn 17 - Germans win as the Tiger is damaged but not disrupted and is still the highest point unit on the objective hex.
Turn 18 - Soviets win by destroying the Tiger and gaining objective control.

Crazy huh? Are you sure that the victory points tiebreaker doesn't include damaged units as well as disrupted ones? If so, that would mean the Soviets win after Turn 17 instead of the Germans.

Also, this is a significant change from the standard rules if obstacles are involved. According the standard rules, victory points are how many points you have left in your army. The DCI rules have victory points as how many points you've destroyed. So say you play a game where army #1 used 5 points in obstacles and kills one four point unit. Army #2 doesn't kill anything. According to the standard rules, #2 would win on points 96-95. According to DCI rules, #1 would win on victory points 4-0. I think I like DCI better. This makes obstacles more playable and at the same time encourages teams to fight it out rather than sandbagging. I'm assuming destroying obstacles doesn't count towards victory points because obstacles don't belong to anyone and therefore are not "opposition units". Anyway, I'm betting this was written before obstacles came out.

Obstacles are to no one... they do not count in any conditions

Yeah, thought so. Of course, the scenario I described would probably never happen, but you never know. Always be prepared.
