One thing I've always thought would be interesting would be a defensive bonus for specific territories, to reflect fortifications built by occupiers. For example, capitals and possibly the minor cities in the new version would give the defender some type of bonus or advantage during combat.

Especially with France. France ought to be a tougher nut to crack than say, western Africa or Norway. It sounds like by introducing the Victory Cities, the Allies have a huge incentive to liberate France now. Is there some mechanic in the new game which makes these prized territories tougher to take, other than an increased number of defending units?

That is intriguing. I guess something along the lines of Strongholds in LotR Risk (which gave a +1 to the highest d6). Though I don't know how that would effect the balance of the game.

These fortifications were always hard nuts but once bypassed were quite useless. A better deterrent than anything else. Also expensive. Make them cost 8 or 10 IPCs.

If you made them too expensive then no one would buy them.
