If a soldier is in a hex with a Bunker and it tries and fails a movement roll to cross a river, can the unit then declare it is in the Bunker? Does it matter if the unit was in the bunker to start with?

I've asked for confirmation of this from R&D, but until that arrives, here's how I interpret this situation.
Entering or exiting a Pillbox is treated the same as changing facing for Vehicles -- it's movement, but it has 0 cost and doesn't trigger defensive fire. So ...
If a Soldier that is not in a Pillbox tries to move in a way that requires a movement roll and fails the roll, its movement is over. It can't then enter a Pillbox. This is analogous to a Vehicle being unable to change facing after failing a movement roll.
If a Soldier that is in a Pillbox wants to move in a way that requires a movement roll, it must first exit the Pillbox. This is analogous to a Vehicle rotating to directly face the hex it wants to enter before making the movement roll.
