The fuel dump gives Speed+1 if the vehicle has a base speed of at least 3.

So does a damaged Pz-IVf2 gain speed+1 from a fuel dump.
Since the speed on the card is 3, but the damage reduces it to 2. ??

A Vehicle's eligibility to benefit from Extra Fuel is based on its printed speed, regardless of modifications. Damage doesn't change that.
