Does the subtype of spotter mean that aircraft gain an additional die when the spotting Ranger is within 4 hexes of the target? Or do you need the spotter SA for that?

No.

The subtype Spotter allows the unit to fulfill the role of a spotter for units that have Indirect Fire, such as the Soviet PM-37 and the US Priest. Without the actual Spotter special ability, however, they can't grant bonuses to Aircraft.
