Pillbox

This has most likely been covered before, but i couldnt find the thread.

A unit in pillbox has cover, is it different for cover if the pillbox is in clear or hills/city/woods ?
Regarding cover, think card says cover and cover +1.

So was discussing with a friend if it provided just cover in clear,
and cover+1 in the "cover" hexes.

Logically it might be harder target a pillbox in a city/hills/woods compared to one in the clear.

In a clear hex, a Pillbox allows the Soldier inside to make a cover roll with a +1 bonus. In a cover hex, it grants a +1 bonus on the cover roll.

So same cover for both(not counting attacker special abilities), 3-6 ?
