I don't have the exact wording of the Mustang at work, but does this change to teh defn of attack mean that spotters will give extra dice to rocket attack of the Mustang now (since they did not get it before)?

Can the Mustang's SA be increased by one extra dice roll if the spotter is also within four hexes of the target? Therefore the Mustang can use 9 rockets?
No. Rockets 8 is a special ability, not an attack, and Spotter applies only to normal attacks.
