While how well balanced the two sides are is still in question this early, when bidding for sides should German round 1 reinforcement supply tokens be what we bid?

If you think the Germans are strong, offer to play them with X number of fewer supply tokens during round 1 reinforcements. If you think the Allies are stronger, offer the German player X number of additional supply tokens during round 1 reinforcements.

What other things might make good bid fodder for BotB? I have initial (perhaps unfounded) reservations about bidding troops.

id use planes as bidding tools.

I thought of that. Adding planes asks for physical pieces not with the physical game (although you could chip them I suppose).

I think you'd have to add or subtract from the Allied airforce though. Adding or subtracting from the German airforce is huge in term of a percentage.

Perhaps you could bid a number of turns before the planes come online. The planes are a bigger advantage for the allies, but not an overwhelming one, so that would allow some subtlety in bidding.

Hopefully this game will be balanced enough that bidding will not be necessary - I always felt that having a "handicap" soiled the game results somewhat.
