Here is a question I had after reading through the rules. I have not played yet, looking for clarification.

In the rules it states that Reinforcements must be placed in any hex that not only corresponds to the correct the name of the appropriate army(German) or appropriately labeled North,West, South (Allies). Next it says that the hex must also NOT be enemy controlled. Enemy controlled is defined as any hex behind enemy lines as determined by the front line markers.

However, since the board upkeep phase happens AFTER reinforcement, isn't it possible for a player to place units into a hex that has been successfully occupied by the enemy, but has not yet been designated as enemy controlled?

Example:The German player successfully attacks allied units in Liege in the ground combat phase, eliminating them. During movement he then moves units into the Liege hex. He reinforces units along the eastern edge of the board. Now it is the Allies player turn to move and reinforce. He moves units and then reinforces units into Liege, which is not yet "enemy controlled." After he is done, the upkeep phase kicks in and the front line markers are moved. Was this legal? Does the German player own Liege or not?

Regardless, this doesn't seem correct, or "in the spirit of the rules." I am assuming that reinforcements can't be placed into a enemy occupied OR controlled hex, but I can't find this in the rule book.

Reinforcement is "moving" (cf p. 21, "When you place an Infantry or Artillery from off-board directly onto the game board, that unit's move is immediately ended" ).

You cannot move into hexes containing enemy troops (p. 19), therefore you cannot reinforce into enemy hexes.

Okay, thanks.

I think I was splitting the idea of "movement" and "reinforcement" into two separate concepts. Thinking of Reinforcement as a "move" clears this up.

Thanks again,

Reinforcements have to start their "move" on your side of the front line, meaning enter the board in friendly territory. If you want to then send the tank down a road deep across the front line you may, as long as you follow movement rules, but that may not be a great idea. Is this correct?
