transports as casualties

Can an attacker bring transports into a naval battle for the purpose of using the transports as casualties when the defend scores hits even though transports do not have an attacking value.

Yes. As far as I know. There's a place on the battleboard beneath the attacking units in the right corner called:

Transport
No attack value
