We've played two matches so far, and we like it. I have one question that I could not answer using the rule book.

Does the laser of a powered down robot shoot eligible targets?

My guess would be no, but I could find no specific mention in the rules.

Thanks.

Powered down robots do NOT fire lasers.

Powered-Down Robots do NOT fire lasers. However, they can still take damage (laser, or other) while powered down.

Incidentally, there's also a major error on Page 9 of the rulebook where it talks about the amount of damage tokens a robot receives when re-entering the game after having been completely destroyed. A destroyed robot will re-enter the game with only TWO damage tokens. The other part of the description refers to robots that were only powered down (not destroyed) and continued to take damage while in that powered-down state.

As for the use of Options while your robot is powered down, that's another story. The following is a general guideline to the usage of options as quoted directly from customer service:

GENERAL RULES ON OPTION USAGE:

A robot can use an option card whenever it's ability applies. If it requires firing your laser, then of course you can't use it while powered down. If it requires moving, then again, you can't use it while powered down. If it is an ability that requires no action on your part, such as with the Ablative Coating and Mechanical Arm, then it will still function while powered down. You don't receive program cards while powered down, so Extra Memory would do you no good while powered down either. Anything that requires moving or firing cannot be used while powered down.
