Question about US Bombing

If you do a stategic bombing run against Japan can they lose more VP's then they have IPC's on hand?

For example: If USA takes 10 bombers and does 50 points worth of damage but Japan only has 30 IPC's. You can't surrender more then $30 obviously. So does Japan lose 5 victory points or would it only lose 3?

Japan loses VPs based on how many IPCs it actually surrenders as a result of the bombing, not how many pips were rolled on the bombing dice. Check the rulebook, page 20, column 1 -- "Strategic Bombing of Japanese Industrial Complexes" makes this clear.
