CAP rules state that a plane may perform CAP on any adjacent sea zone, and also land in any adjacent land territory. If the original land territory is an airbase, can the CAP take place in a sea zone one move away? Can the plane land at an air base one move away? :confused:

From the official AAP faqs

Q- If a fighter coming back from CAP lands at an airbase, does the movement bonus apply (free movement into the adjacent sea zone?

A- During the upcoming Combat or Non-combat Movement Phase, yes. Note, however, that airbases have no effect when CAP units are being positioned or are landing; the air unit performing CAP can only take off from or land on an adjacent land territory or an island inside the sea zone.

So the answer to your 2 questions is no and no.
