What an idea! First admit that costs are set too high/low on purpose and than come up with something to fix that. Anyway, enought laughter, let's be constructive.
Instead of combined forces, produce new unit cards with the proper prices! If this is not enough, do not make platoon cards. Rather, e.g.
(for China)
"cost of this Kuomintang commander -1 for each Kuamington riflemen (max 3)"
"cost of this Koumintang MG -1 if Kuomintang commander present in battle"
or (for Poland)
"costs of this 7TPDW -2 for T-26 present (min 1 T-26 per 1 7TPDW)"
or "(for UK)
"Cost of this PIAT is -2 for each paratrooper (max 2). PIAT gets paratrooper ability when deployed in same hex as paratrooper"
etc
I think this solution is more head on and prevents an unnecessary prolification of platoon cards. Actually, I should start working on a list along this lines for home play....
