if a US flamethrower is allready loaded on a jeep at the start of a turn from a previous turn....can the jeep move during the movement phase say right up next to something nasty like a veteran tiger and have the flamethrower dismount into the hex containing the veteran tiger?

No, the flamethrower dismounts at the end of movement and can't move any farther. In an overstack situation, the flamer can't go into an enemy occupied hex.
