Are there any ships which have a speed different from 2?

What impact would that have on the game you think? A speed of 3 would make it much more versile.

Submarines may have a speed of 1? Maybe that will be their nr 1 penelty?

I think it's very possible that destroyers such as Le Terrible, sub chasers and torpedo boats will have a speed of 3. This would definitely make them more of a threat to enemy ships. Another possibility is an SA similar to Strike & Fade in AAM that's designed to represent high maneuverability.

Chances are also good that Liberty ships, transports, cargo ships and submarines will have a speed of 1.
