In the rules, it said that you can place Infantery and Artillery directly on board when you reinforce. Can we place them in an enemy zone of control?

You may place reinforcement Infantry and Artillery units in any board edge hex that is friendly and inside the appropriate reinforcement placement area. This is true whether or not the hex is inside an enemy zone of control.
