Can a Battleship with tertiary guns attack three different targets? One kind of gunnery attack for each target?
Yes. It can attack three different targets.

Funnily enough the ship designers who put 3 different surface gunnery systems onto a BB, also put in 3 different gunnery control systems, with backups.

Just a guess here, but the Iowa and Washington probably have that rule so they can't fire three times at the same target. "Bristling With Guns" says, if I recall, you must shoot at different targets, not that you may. Had they simply mounted a tertiary battery of guns, it could fire 2nds and 3rds at the same target if the first volley failed to sink it.

The Iowa's did not have a teriary armament. Bristling with guns simply lets them use the 2ndary gunnery twice (they had lots of 2ndary guns) to keep up with the other battleships which actually had three distinct sizes of guns.

The rules read that a ship fires at another ship during its attack. Each gunnary value is a seperate attack and therefor can fire at a different ship.

Exactly. They could have just given the Iowa a terciarry gunnary attack with the same values as the 2ndary gunnary attack, but that probably would have been just as confusing to a different set of players.

Has this been confirmed by the WOTC staff, or is this just your interpretation? Going in a literal interpretation of the rules, they don't specifically state multiple targets can be engaged.
Personal feeling an historical support shows otherwise, but this could use clarification from WOTC.

(karl) iv read its stats it means the lowa can fire its 2nd gun battris 2 times and at to diffrent targets in one turn ;)
