1.Does the Tone's scout Cruiser SA, have to have range and LOS ? Or just LOS?
2.Also can submarines contest a zone? I know they cant control, but can they contest?

1) Neither. The SA doesn't require LOS or range from the Tone.

2) No. Only Ships can contest objectives. In W@S, subs are not considered ships (see the glossary definitions of Ship and Submarine).
