Is "Lay Smoke" intended to break the rules on simultanious fire? The rule clarification seems to imply that the player who loses initiave benifits from smoke screens created that turn, but the winner of initiave does not becuase they roll their attack dice second during the simultanious gunnery exchange.

This doesn't seem to uphold the spirit of the rules, am I misunderstanding something?
