As I read the rules, to blitz tanks, you pay 2 supply tokens in the move phase of a turn. You can pay 1 token to blitz offboard tanks or 2 tokens to activate and blitz tanks from on on-board hex. However in the Battle of the Bulge Design article part 6 it says:

If the units in a hex are going to attack in two or more different directions, each direction will require a separate supply token (Pay Supply tokens). Just before each attack, one or more local supply token(s) are picked up and turned over (two are used if blitzing).

This makes it seem like you pay 2 tokens in the attack phase. So what's the right answer?

Welcome, Kraquen!

You only pay for blitzing in the Movement and Reinforcement phase. Blitzing has nothing to do with combat.

That "two if blitzing" doesn't really belong in the attack phase part. You need two tokens during combat if you are going to split the units in a hex up and attack more than one adjacent hex.

When you want to blitz you pay the extra and can move your tanks one additional hex after they would normally have to stop.

German Tanks. If they just have an open road in front of them selves because they just beaten some allies, can they then drive/blitz deep into enemy controled land, until they meet an enemy zone of control?

Enemy towns stop advancement as well. Enemy = behind the front line markers.
