it says that german units exert control on the 3 hexes behind them, unless there is men tanks … cities that have not yet been captured. If US has recaptured a city must it be captured again, or does it just have to be one of the 3 hexes behind the german units? If they have to be recaptured, what about the starting German cities. If they are captured by the allies, must they be recaptured by a unit inside them? Do they stop unit movement?

Hexes containing Cities, like those containing Trucks and Supplies, must be occupied by combat units in order to be captured. Simply passing through or by them is not enough. You must actually have a combat unit (Infantry, Tank or Artillery) in the hex when the Front Lines are adjusted, or control of that hex remains with the other side. This may create a "pocket" of enemy territory inside your territory. As long as a City is controlled by the enemy (is on the other side of the Front Line), it will stop your movement.

no you dont understand my question is if US recaptures (puts them behind their frontline) must the be captured again by germans (put unit in hex)

Yes. You can take control of a City only by having your combat units in it when the Front Lines are adjusted. This is true no matter who owned the City originally or how many times it has changed hands.
