I just bought my first D-Day Booster. :) When I opened it thought, nine cards and eight people fell out. Is it normal to have one troop missing?????

No, but Wizards is bad at this: I got a DDM booster, with eight cards and three people. You got off lucky.

I've got 7 miniatures with no cards, and the rare card that I've got in the booster was missing the miniature.

Actually WoTC is good at fixing this problem.
Contact the staff and they'll walk you through the easy process of making it right.
Happened to me once w/ a Tiger and they fixed things just fine. :)

They must like you. I asked them what I could do about all those missing guys and they essentially said "screw you". I still have five missing D&D minis.
I'd suggest contacting WotC. I've found them to be helpful, besides I'd think they would WANT to know of a problem like you've experienced.

I've NEVER had WotC Customer Service do this. And I've exchanged full booster boxes of CCG's with them in the past.
They typically will want you to send the entire contents you want replaced. In this case, send the entire booster. They will then send you a replacement package.
They do this all the time.
Contact their Customer Service Department. Phone numbers and email addresses are in the Rulebook.

Dang it! I have to send in the entire booster??? I will probably forget it then, because I got a Higgins in this one and I don't want to lose it for a missing Buffalo Soldier. Well, Thanks everyone for your advice. I will email them and ask.

There should be a number for customer service on the checklist. Call and ask for Luke. They sent the pieces I was missing without asking for an exchange.
