I am new to diplomacy and I have a question: If you own 11 of the control place thingys, can you build 11 armys or must 1 be a fleet?

To tell you the truth, I don't know either. I always assumed you started in with fleets, and couldn't get any more armies. But I wouldn't be surprised to hear that you can just use pieces of paper or something, for more armies.

Those "control place thingys" are Supply Centers. LOL

Nothing in the rules prevents you from having 17 armies and no fleets, or 17 fleets and no armies. If someone has been eliminated, use their units. If not, anything will do. For example, I have seen coins and bottlecaps pressed into service.

David is correct. In fact, the rules as published by the "old" Avalon Hill mention that if you are fortunate enough to run out of pieces, another nation will likely be gone and you can use their pieces if necessary. There is no limit on the number of fleets or armies that any nation can have.
