I said I'd post these rules if there was interest, but FWIW I figured since I was logged on I'd post them anyway...
For more strategic games, we prefer to play on somewhat bigger boards than the ones in the Starter Set. Either we join up more mapsheets, or we use a custom 9x17 map I made and printed (attached below).
This also allows us to increase the speed of the ships, which in turn permits the use of a couple of extra house rules. Here's the whole set of rules changes we use when playing on these boards:
1. Ship Speeds
-Battleship and Auxiliary speeds remain unchanged
-Cruisers, Destroyers and MTBs gain +1 movement
-Surfaced Submarines gain +1 movement
2. Surfaced Submarines
At the beginning of a player's movement step, he may choose to surface any number of his Submarines. Surfaced Submarines gain +1 movement, but for all other purposes they are treated as if they were Destroyers as long as they remain on the surface. This means, for example, that they may be targeted by Gunnery and Torpedo attacks (but Main Gunnery attacks by Battleships suffer the usual -2 against small ships), but also that they ignore the Harassed Sub penalties.
3. Facing
The first movement point of a vessel must be spent either (a) moving forward into the space the vessel is facing, or (b) changing the facing of the unit. Immediately after moving, a unit may freely change its facing. (Note that this is just an alternative, shorter wording for the official optional facing rules).
4. Torpedo Threat/Evasion
When making a Torpedo attack against an enemy unit, for each die a player is entitled to roll, he may instead change the facing of the target unit by one hexside in a direction of his choosing.
I think I'm not forgetting anything...
