What if, say, a Japanese player has 3 Victory Points and, after a massive SBR, takes 40 IPC of damage. This reduces the VPs to -1. Is this an instant loss for Japan? I know that if Japan gains no VPs on a turn, it loses. Does losing all VPs count as losing? If not, must the Japanese make up for the negative VPs to win (the next VP will raise it to 0, then 1, etc.)?

I'm not sure how this could possibly happen, since if Japan has 40 IPCs on hand they will probably have more than 3 VPs. But, a net loss of VPs due to SBR does not cause Japan to lose immediately - only failing to collect any VPs on Japan's turn will do that. I assume that if Japan were to "go negative" on VPs, they would need to climb out of the hole before moving on, though I'd imagine you may as well surrender at that point!

wait, I see my theory is flawed. I assumed that if you lose more IPCs than you own it would reduce VPs, example, if Japan had 12 IPC and a SBR total was 30, I assumed you would lose 3 VPs, not just 1, however I see this may be incorrect. However, if the Japanese player does not use it's income on turn 1, it could happen.

Usually there is no way for the US to be in an SBR position until much later in the game, therefore I don't think 'going negative' could ever happen.

Japan can lose more VPs than it gained last turn, as VP gain is based on IPCs collected and VP loss is based on IPCs handed over, and it can occur that Japan saves enough IPCs to have a 1 IPC discrepency (like 2 IPCs saved 28 collected - a full damage SBR could take 3 VPs whereas only 2 were gained). With this in mind, I am careful in my spending as Japan if the allies are in SBR position - which is rare.

I'm pretty sure that if Japan only has, say, $19 in cash on hand, even if they get strat bombed for $124, they still only lose 1 VP - since they only handed over one ten dollar bill, basically.

Actually, they hand over the full $19, but yes, they only lose 1 VP.

Yep. Mind that Japan collects VPs during its own turn. But that Japan loses VPs (due to SBR) during the US/UK turn.
