Has anyone experimented with representing repertoires of specific commanders (or even the player's preferences) instead of random card draw? I wonder if there's enough known about various historical commanders' own preferences to represent that in the game. Alternatively there could be deck-building similar to card games, where a player prepares a deck of preferred cards (within limitations of course).

Ha! I have that game - my fav one for overall Civil War - and you reminded me of the last time I played it was around the time I read William Safire's Freedom which dealt a little with Civil War command performance, and as a Safire historical novel had 200 pages of reference notes at the end! I'll have to go back and look that up as well.

Something similar to Civil War 2061 can be done with Fortress America. Instead of having a 3 against one situation, each color is one of the four groups, with the Partisans representing independents scattered around. The FA board's mix of cities and various resources can provide a ready-made resource and/or trade system.

Have you tried the various Optional Rules and Scenarios from the Boardgamer's Guide to 1776 - It's a good sized collection of goodies for 1776 from various issues of the General, the Boardgamer, and a few new things. Things like as you mentioned Leaders, and also Elite units, special Partisan rules, etc. really add spice to the old classic.
