I am in a Forest hex that has a road in it. Adjacent to the forest hex is a clear hex. Do I need to make a movement roll to go from the Forest hex to the adjacent clear hex?

No. It doesn't matter that there's a road in the forest hex. You're entering a clear hex, so there's no movement roll.
