I really need some help.
not sure if this is the right place. Is it?
If I have planes on my air base, and its my airphase (I am first player for the turn)
Can I assign one of my planes that is already on the air base to the air base, there is a reason for this that would have heelped me out in one particular situation.
That way I can use the next plane (because if I pass then I can'e place anymore) But can still place more after that, and can use that plane the following turn.
When I send out planes on a mission to a sector containing both sub and ship(s) must I declare right there as I place them if they are atting the sub or the ship? or can I pick as I go along?

No, assigning a plane to the airbase is effectively "passing" - all subsequent planes must also be assigned to the airbase in that case (none of the planes assigned to the base get rearming counters, so they would be available next turm). To get around this you can try assigning your plane out in the middle of the ocean somewhere, but it does give the opponent a chance to send fighters against it, and it will need to rearm afterwards...

You can pick targets as you go along (during your Air Attack phase) - there's no need to declare ahead of time. This means, for example, that if you have 2 bombers attacking a sub and a ship, you can make one attack first (whichever you want), and then decide what to do about the second attack based on the results of the first.

Page 1-2 (bottom to top) Once a players plane is sent to the land airbase all of that players planes must be sent to the landairbase. Stacking still applies. 5 planes in a 100 pt. game.

As far as I know, no. Only when you strafe with a fighter you must announce it. I see nothing in the rules update/FAQ. In the rule book it just says attack a local ship or sub with a plane on page 14. On 18 it says that any unit can be attacked within range. So you do not need to pre pick you target unless you are going to strafe. But I can see why you think that.

That is where Strafing came from.
These rules are pretty essential IMO for making WAS fun, I think most folks on the board play with them.
