Leaving aside the issue of European vs North American approaches to the game and scoring systems in general.

Is there a significant difference between play styles within North America comparing same class of experienced players geographically or is it more a function of the class of experieince: PBeM vs face to face, old time Postal vs current, social vs tournament face to face play?

I don't know for sure abot different regions, but I do know that I prefer PBeM to FtF, and am almost certain I'm better at it. I think that a player who plays only PBeM will be at a disadvantage in a FtF game (though this is probably fairly obvious).

Whether the statements are true about different play styles ae true or not, I cannot say. I have had very few experiences with players from too far out of the Marlyand area, and when I do, it is a rare experience, and dont feel it is something I can really use to judge.

I will say that the stereotypes are prevalent, and passed along. As a player who hasnt traveled very far, I can give brief over views of the strereotypes of the other areas, MA play, CA play, piggybacker play, ect. and wouldnt feel uncomfortable making a joke to PTKS player regarding one.

As for whether or not there is truth to it, well, does it really matter if a piggerbacker will go 17-17 with me? I know I wont with him. However according to what I have been told, he wont screw me if he says he would sealion with me. It doesnt really mater whether there is truth to the stereotypes if there are significant expectations for them. But I can say a PTKS player is a pretty untrustworthy fellow if you are on his board.
