When you're attacking a water territory do you have to have your Naval Commander with you while attacking that territory or can you have him in a different territory on land or water? If, so do the same rules apply while on the moon?

you can have your naval commander in any territory you control. he is more valuable attacking into/out of water colonies as you can attack with a d8, but he is not required to be there. and yes the same goes for the moon/lunar commander
