I have played Colonial twice. Never bought it.
It makes the game longer which is not what you want in a face to face game of Diplomacy, I also suspect that is imbalanced considerably.

There were Colonial tournaments at Baltimore for about 7 years and they tapered off to the point that by 2000 they could not get enough people to start a game.
