In A&A:E, the following situation.

Axis subs occupy and hold an allied convey center. A UK navy attacks. Some subs submerge to end combat.

Question: Does UK earn IPCs from this convey center even though submerged subs are present (and surfaced during UK non-combat)?

The UK would get the IPCs from the convoy center. Page 16 of the rulebook states that submerged defending subs are considered gone and the attacker takes control of the convoy center.
