For commonwealth, does that mean i can drop 1inf in India and use in combat?

It says it starts at beginning of turn. Same for Pacific Divisions and Lend Lease.

Doesn't sound right, but that's how i see the rules as written unless i am seeing things.

The NAs begin at the begining of your turn.

Some of the NAs (in their description) say otherwise, like Afrika Korps.

It's declared at the beginning, but the individual NAs will state otherwise... eg. Commonwealth doesn't place units until the Mobilize Units phase and thus INF recieved cannot be used that turn. Same with Lend-Lease and Pacific Divisions.
