If a sea zone adjacent to your Industrial Complex is controlled by enemy ships, but you still control the land, Can you still manufacture naval units in that sea zone? What happens if you try?

yes you can. but in his CM he can attack you.

If you called the MB third edition the CD-Rom, then you are incorrect Pagan.

You CAN develop into a shared SZ, combat would occur during the occupying forces combat unless they move out of the shared sea zone on their turn.
