Checking the conflict between the rules on the rope and the coal shute, we have the following question; you can use the rope to ascend the coal shute, you may not stay at the top of the coal shute, this is a conflict.

If you have the rope, can you end your turn at the top of the coal shute?

NB We discovered this conflict when an invisible player wanted to do this. If the assumption by the other players was that the rule book rule applies, and the invisible player decided to hide there, it would make the game tedious.

We decided that the rope permitted a player to end their turn in the coal shute.

Any advice from other players and/or designers welcome

I'd say no, the rope does not allow you to end your turn in the coal chute. I don't have a direct rule for this, but since it's not in the rulebook, but the book says to go by what's on the tiles, and the tile say no ending your turn in the coal chute, I'd err on the side of the tile. Just my opinion, though.

Thanks :)

I'd prefer a compelling argument and scenario, or a comment from Brian

There's no rule-conflict there at all. You can use the rope to ascend the Coal Chute, yes. Also, if you end your turn in the Coal Chute room, you drop to the basement. I don't see how the rules are conflicting. If you happen to use the Rope to go up the chute, but you end your turn there, then you immediately drop back down.

Half the "problems" with the rules if not conflicts but rather misreadings and not applying common sense...
