THe rules say to determine who goes first if there are no bishops or the chancellor by using troop strength. But how do you define troop strength:

"Base" strength, not including any (parenthetical) bonuses
"Current" Strength, whatever the troop strength is now
"Potential" Strength, the maximum possible strength the faction could have at any one time
or
"Total" Strength, the base strength plus all (parenthetical) bonuses.

I believe you use the base strength first, and then if there is still a tie, the paranthetical bonus. To clarify though, troops from offices and titles that aren't paranthetical should be considered the "base" strength of a noble.
