Kingmaker Q: Town Fighting

In the advanced game, is town fighting resolved by drawing a card (i.e. using basic game battle resolution) or by a tactical battle (i.e. advanced game)? If by a tactical battle, how does one represent the garrison?

Lack of rule… I suggest that you can resolve using a counter for garrison…
