When a secret bet is revealed, is the strength card that the bet was made with, placed on the current column and counts as a play? For example, if I made a secret bet on a Unicorn-10 card, and revealed it during the 3rd round, would the Unicorn-10 card be placed on the Unicorn row in the current column, and thus, if the secret bet caused me to have the most money bet on the Unicorn, allow me to use it power that turn? In the instruction manual, it isn't really clear what happens to that card.

No. The revealing of the secret bet is your action for the turn (unless it's revealed by the Head Referee). The card remains out of play. The only effect is that you now have 5 more points towards controlling the creature. It doesn't count as a play on that row, and you can't use the creature's ability.
For this reason, you almost never want to place a secret bet on a high card like a 10. You're taking that card out of the game, and that only makes it more likely that the creature won't survive. It's much better to use a low card (3 or less) for the secret bet, since that gets a card out of your hand that might be stolen by the Titan and used against you and it has the same effect as a 10 in terms of being used for the secret bet.
