What are the two black jets for?

I couldn't find a mention of them anywhere in the rules or an any of the research cards. Why did they inlcuded these two black jets.

There is a military research card that activates them.

that's cheap I don't have that card. I only have 15 military research cards.

Bummer, I have 16 including the jets. Contact customer service and I'm sure they will get one out to you in the mail right away.
