I started playing Monsters Menace America the other day with my son. We each selected a monster, and a military branch. The other branches were deployed on their bases as the rules stated. Once we started to play my son asked if he could move one of the non-controlled branches. I know I saw in the rules that you could only move your own military branch, but what happens in a two player game? Do the non-controlled units just sit there waiting for a monster to "retreat" onto them, or can they be moved by one of the players? I could not find the answer in the rules.

We play three player games and we do not move any military but our own. If a monster enters a site occupied by the unplayed military, we use the "player to the left" to roll for that military. Otherwise, the unplayed military units sit there and look impressive.

Another thing to keep in mind is that, unlike the player-controlled branches, uncontrolled military branches have their entire force on the board from the get-go. Allowing the players to move them around gives an unfair advantage to the military since there are less monsters in play.

In a two player game a fun alternative is to allow each player to control 2 branches of the military. Makes for a tough game on the monsters.
