Is there any other companies that make pre-painted minitures for 15-mm scale?
I'm not necessarily a novice to war games--been a devoted supporter of Avalon Hill for over 2 decades (once in a great while I will open up my game Stalingrad and eat up a lazy Sunday afternoon--hehe). Just the time involved in research/cleaning/painting/etc. is a little hard to come by. :D

The short answer is . . . no. :-(
The longer answer is that there are a few companies that offer a limited number of pre-painted figures in scales that come close.
For 15mm you would be looking for 1/107 figures. There are a small number of companies that offer WWII aircraft in a floating scale that hovers between 1.100 and 1/20 or so. Since the size of their box remains the same, when it contains a Ju-87 Stuka the plane might be one scale, and then when that same box holds a larger plane, say a P-38 Lightning, it's offered in a smaller. But we're talking a handful of aircraft. No armor and certainly no infantry unless I've missed finding them or hearing about them.
Closer to 12mm you have 1/144 scale (which actually works out to 11.2mm). There is at least one firm that makes pre-painted armor in this scale. I don't believe they have a huge selection though (maybe half a dozen tanks). Again, no infantry.
If you want to pursue this further, you should check out theminiaturespage.com and do a search, and/or post a topic. In no time you will have the names of the few firms that offer products similar to your quest (I can't recall either company myself).

The 1/144 scale stuff is made by a Japanesse company called Dragon models. They have a line called Can-Do which is mainly German WWII vehicles and US modern vehicles.

I also ran across a post on TMP asking how to remove decals from "Corgi" model tanks, because the guy wanted to buy a platoon of them, and didn't want them all to have the same turret number. I don't know what the scale of the Corgi models were though. They may not have been 1/144.
