A&A 2004 Movement Question

Hi there,
I just started playing A&A and I'm hoping someone out there can answer a
question for me:

Is it that a fighter can move 4 spaces, attack, then move 4 spaces back to a
friendly space; or is it that the fighter can move, attack, and move back
while moving a grand total of 4 spaces?
The rule book is quite vague about this.

for the entire turn, a FTR can only move 4 spaces.

all of combat movement + non combat movement

the only thing around this is the AC/FTR placement
---your FTR moved a total of 4 spaces this turn and ends on germany
---your placement phase you drop down an AC
---you can place your FTR on the AC in this placement phase

you may NOT do this...
---move an AC 2 spaces
---fly your FTR off the AC for an additional 4 spaces
____each thing, the AC & the FTR, start in the same seazone
____each movement is calculated from that starting seazone
