IC's in AAEurope

We need to know whether "all" the IC's owned by Russia at the start of the game are considered as "unlimited builds" or "limited" builds? It does not clearly state whether they are all unlimited builds or only Moscow is an unlimited build since it is the home capital of Russia, and the rest of the Russian IC's are limited in builds to their property value.....

All of the Soviet ICs have unlimited builds if they are owned by the Soviet Union. Only captured ICs are limited.
