Which of the following is scenario correct?

1. You have 2 Bazooka unit 1 hex away from a Panzer IV Ausf. G attacking the front def. you attack with your first Bazooka unit and only get 3 hits which is a miss, so you attack with your next Bazooka unit and again only get 3 hits which is another miss. The tank is undamaged and both your attacks missed.

2. Same scenario but instead the Bazooka's work together and there rolls of 3 hits and 3 hits add together to make 6 hits vs the tank's 5 def. and you would place a face down damaged counter on the tank since the attack would be greater then the tanks def.

The first one is correct.
It can be an issue of semantics, sometimes. For instance, you just referred to them as hits, when they should be referred to as "successes," because is the comparison of "successes" to a target's defense that translates into "hits." Hits from different attacks are cumulative, successes are not.

The first one is correct but option number 2 gave me an idea for an abilty where soldiers can combine there attack rolls for greater possiability for a hit.

The difficulty is in the execution- how do you balance combined fire without making it too strong?

Also, combined fire rules should only involve Infantry vs Infantry. For example, two machine guns are no more effective at knocking out a Tiger than one- the MG just doesn't have the power to penetrate the Tiger's armor, no matter how many hits.

Even though I havn't played it, I'll take a stab at saying Warhammer 40k and Flames of War have that rule (I honestly have no idea tho, hehe).

No, W40K doesn't, but Mage Knight (kind of) does: a group of archers can basically combine their attacks into a single die roll that gains bonuses to hit and damage.

lol, as I said, I was just guessing. :( I thought 40k would have a rule like that because that game has a lot of oddball rules. :D

One solution might be a commander ability to do this. with restictions on type of target (only soldiers). And the extra points cost for the commander would help prevent it being too cost-effective.
