Mathmatically, there is simply no reason to ever use them then. Out of 6 Kamikaze's you send out (60 IPCs), an average of 3 will hit. even if they all target Aircraft Carriers or fully laden transports, each hit will cause a loss of just 16 IPCs, or 48 IPCs total. Why would Japan trade an average of 60 IPCs for 48? And it would only be that high if they hit optimal targets... against Destroyers or Battleships, it drops to an average of 60:36!

The Kamikaze Fighters and Kaiten Torpedoes need at least a +2 bonus to their power or else you might as well attack normally. If you attack normally and miss, there's a chance the defender will miss too, giving you another shot. With a Kamikaze, you get only 1 shot and then you automatically die (and it can't be counted as a casualty).

I agree with you completely on this. I felt there attack capabilities need to be higher to deal with the loss of a $10 fighter.
